APEC 2026 Shenzhen: Dates, Venue and Visiting in November

The short version

APEC 2026 puts the leaders of 21 economies in Shenzhen in the middle of November. Here is what that means if you are just trying to visit:

  • The dates: leaders meet November 18-19, 2026. The CEO Summit runs November 17-18. APEC calls the whole thing Leaders' Week, starting November 16.
  • The place: Futian. The main venue is widely reported as the new Shenzhen International Exchange Center on Xiangmi Lake (香蜜湖).
  • The city stays open. Nothing announced so far stops tourists from coming. What changes is security: metro bag checks are already in place, central Futian is a no-fly zone, and roads near the venue will close at short notice.
  • My call: if your dates are flexible, keep your Futian-heavy days outside November 14-20. If your dates are fixed, come anyway. Stay in Nanshan or Luohu that week and ride the metro.

What APEC 2026 is, and why it is in Shenzhen

APEC is the Asia-Pacific Economic Cooperation forum: 21 member economies, including the US, China, Japan, Singapore, Malaysia, the Philippines, and Hong Kong, China. Each year one member hosts. 2026 is China's year, and Shenzhen gets the main event, the Economic Leaders' Meeting.

This is the third time China has hosted the leaders. Shanghai did it in 2001 and Beijing in 2014. Giving it to Shenzhen, a city that was mostly fishing villages in 1980, is the point. The official theme is "Building an Asia-Pacific Community to Prosper Together". (The logo is a Peng, the mythical bird in Shenzhen's nickname, built from 21 feathers. You will see it on half the buses in town.)

Most of the year's APEC meetings were elsewhere. Senior officials met in Guangzhou, Shanghai, and Dalian. Ministers went to Suzhou, Hangzhou, Beijing, and others. Shenzhen hosted the opening senior officials' meeting in December 2025 and the forestry ministers in July 2026. November is the main event.

The leaders' meeting is two days. The disruption is longer. Delegations arrive before it starts, and the security perimeter goes up before they land. I would treat November 14-20 as summit week for planning purposes.

Where is the APEC 2026 venue?

The building the Chinese press keeps naming is the Shenzhen International Exchange Center, at the northeast corner of Hongli Road and Xiangmihu Road in Futian. It sits on the site of the old Xiangmi Lake resort, which closed in 2020. The center opened by hosting the APEC Forestry Ministerial in late July 2026, and it has its own hotel.

Two things people get wrong:

  1. It is not the Shenzhen Convention and Exhibition Center (会展中心) on Fuhua Road, the one by the Futian metro interchange.
  2. It is not Shenzhen World (深圳国际会展中心) out in Bao'an near the airport. That is the giant trade-fair hall.

Official English announcements still say only "Shenzhen", so the building is reported, not confirmed. The official no-fly zone draws a box around Xiangmi Lake, though, which tells you where the security planners are looking.

Do not plan sightseeing around the venue during summit week. You will not get near it, and there is nothing to see from outside a fence.

What actually changes for visitors

Here is what is confirmed and what is not, as of October 8:

The metro checks are already here

Since July 20, 2026, Shenzhen Metro has run full security: every bag through the X-ray, every passenger through the scanner. The list of banned items grew too. Large perfume bottles, opened bottles of alcohol, lighters, and pesticides are out, on top of the usual explosives and blades. No end date was announced.

In practice this adds a few minutes at quiet stations and a real queue at big interchanges at rush hour. (Futian, Chegongmiao, and Shenzhen North are the ones that back up.) Buy your lighter after the metro, not before, and do not bring the duty-free cologne through.

Leave the drone at the hotel

The Shenzhen Public Security Bureau has banned all low-altitude flying in central Futian until 24:00 on November 23, 2026. The box runs from Xinzhou Road in the east to Nonglin Road in the west, and from Beihuan Avenue in the north to Binhe Avenue in the south. It covers drones, FPV rigs, model aircraft, paragliders, balloons, kites, and sky lanterns. Violators face penalties and possible criminal liability.

Some DJI users report a wider temporary restriction showing in the app for November 11-23. I could not find an official notice for that. If you fly anywhere in Shenzhen that week, check the app first and assume the answer is no.

Road closures: expect short notice

China closes roads hard for summits. For Beijing APEC in 2014, government offices and schools got six days off, and cars ran on odd-even plates from November 3 to 12. Shenzhen has announced nothing like that yet. When traffic police ran a summit drill in November 2025, they posted the road closures one day ahead.

So the rule for summit week is simple: in Futian, take the metro instead of Didi. (New to both? How to get around Shenzhen covers the metro and Didi in one read.) A motorcade closure can hold a car for 20 minutes. It does not stop a train. Leave extra time for the airport and the border, especially on November 17-19.

What got better

Not everything is a hassle. The city says it has fixed more than 100,000 foreign-language signs this year and put over 7,000 smart translation devices into buses, metro, taxis, and government counters. Shenzhen Bao'an airport and the Shenzhen Bay port now have one-stop service centers for foreigners covering payments, transport, and travel questions.

Should you visit Shenzhen during APEC?

It depends on who you are.

Tourist with flexible dates: come before November 14 or after November 20. Late November is a good month here anyway (dry, around 18-25°C, past typhoon season). You get the same city with the APEC decorations still up and none of the motorcade roulette. Pick your days from things to do in Shenzhen, then use how many days in Shenzhen to put them in order.

Tourist with fixed dates: come. Shenzhen is not shutting down for tourists. Base yourself in Nanshan (Shekou, Houhai) or Luohu, ride the metro, and keep Futian sightseeing for the days around the summit. Lianhuashan Park and Civic Center are both inside the no-fly box and close to the venue, so I would expect the most friction there.

Business visitor with meetings in Futian: expect building access checks and slower traffic. Book meetings close to a metro exit, and do not schedule a tight airport run on November 17-19. If you have a free afternoon, the Shenzhen tech tour is in Nanshan, well away from the venue.

Journalist: you need a journalist visa arranged before you travel. China's immigration authority says news reporting is excluded from visa-free entry. Filing means Gmail, Google Docs, and Slack, so read the best VPN for China and best eSIM for China guides before you fly, not after.

Drone owner: not this month, not in Futian.

Hotels during APEC week

As of October 8, there are no public reports of Shenzhen hotels being requisitioned or prices spiking for APEC. That can change. Twenty-one delegations plus about 1,000 CEO Summit attendees will go for the big Futian hotels near Xiangmi Lake and the CBD first.

What I would do:

  • Book a refundable rate now for any November stay. If the road closures turn out to hit your district, you can switch.
  • Look outside Futian for November 16-20. Nanshan and Luohu are both a short metro ride from everything, and neither is near the venue. The where to stay in Shenzhen guide has the district trade-offs.
  • Check that the hotel takes foreign passports. That problem does not go away for APEC. Read the hotel registration guide if you have not booked in China before.

I book Shenzhen hotels on Trip.com because its mainland inventory is deeper and its listings say whether a hotel accepts foreign guests. Filter for free cancellation if your trip touches summit week.

Getting in that week

Visas. APEC changes nothing here. The 30-day visa-free entry for listed countries runs until December 31, 2026, and 240-hour visa-free transit now covers 57 countries through 65 ports. Run your passport through the China visa checker instead of guessing, or see the full China visa-free countries list. US passport holders are not on the 30-day list; read China visa free for Americans before booking a Hong Kong land crossing. If you hold an APEC Business Travel Card, foreign holders get visa-free stays of up to 60 days per entry.

From Hong Kong. No border arrangements for summit week have been announced. Check live Shenzhen border wait times on the day, and use the Hong Kong to Shenzhen border crossing guide or the fastest border crossing picker to choose one. The new Huanggang port is close to opening but had no date as of early October. Its first self-service gates are for travel-permit holders, so foreigners should expect staffed counters anyway.

Flying in. Shenzhen Bao'an runs a dedicated lane for APEC delegates. Ordinary passengers use normal immigration, but allow extra time around November 17-19.

Things you can actually see

You cannot get into the summit. A few APEC-related things are open to anyone:

  • APEC national gifts exhibition. Twenty-eight gifts and exhibits from APEC economies, free, at Upperhills (深业上城) South, Tower T2, 3rd floor, in Futian. Open daily 10:00-20:00 from October 1, 2026 to January 3, 2027. It is a small show, so pair it with lunch at Upperhills rather than making a trip of it.

  • The decorations. Shennan, Binhe, and Binhai avenues are lined with flags, landmark towers are lit at night, and buses carry APEC wraps. A night ride along Shennan Boulevard on the top deck of a bus shows you most of it.
  • Xiangmi Lake Park. It was rebuilt as part of the venue area and is meant to open to the public outside meeting days. It was still fenced in September, so do not plan around it.
  • Volunteering. If you live in Shenzhen, the English version of the Volunteer Shenzhen (志愿深圳) mini-program has an APEC section that foreigners can register through.

Shenzhen traffic police announced road closures for a November 2025 summit drill only one day in advance, so expect notices days, not weeks, ahead. Use the metro in Futian during summit week instead of Didi.

Can I attend APEC 2026 in Shenzhen?

Not the leaders' meeting. It is closed to the public, and APEC CEO Summit applications closed on September 17, 2026. What you can see is a free exhibition of 28 national gifts from APEC economies at Upperhills (深业上城) in Futian, open daily 10:00-20:00 from October 1, 2026 to January 3, 2027.

Do journalists need a visa to cover APEC 2026?

Yes. China's National Immigration Administration says news reporting still requires a visa obtained before travel. Visa-free entry and 240-hour transit do not cover journalism, even for passports that are otherwise visa-free.
